They are a governmental body and so are governed by the constitution. They are not alowed to endorse a religion. I belive this would include endorsing a religous figure. HOWEVER I do not think a religous figure should be precluded because some of their notoriety is religous in nature. Martin Luter King is righfully a stamp REGARDLESS of his religous affilaition. The argument could be made that Mother Terisa was a humanitarian however i would strongly dissagree.
